Fix: smoke runs export their launcher's -mca settings as OMPI_MCA_*, so 1-rank runs started without the launcher no longer hang in MPI_Init where Open MPI's btl/ofi deadlocks; the cluster template and troubleshooting page show the same exports for cluster profiles.
