A prescribed_velocity inlet takes fluctuations (reynolds_stress, length_scales, time_scale): synthetic turbulence by digital filtering, scaled by the Cholesky factor of the Reynolds stress and added after the bulk-velocity rescaling. It is independent of the rank layout, and its filter state is checkpointed so a restart continues it exactly. Experimental, like the handler.
